在戒备森严的白宫总统府里，考德威尔总统有两只长相一模一样的狗。所不同的是，叫“自由”的那只显得温顺而胆小，而叫“流浪”的那只则叛逆而顽皮。自从“流浪”溜出白宫、流窜街头后，陪伴总统考德威尔一起晨练和消遣的只有“自由”了。为此，“自由”的日常起居也同样享受着和总统一样尊崇的待遇。 一天，考德威尔总统和他的“自由”在一大群特工的陪护下出来晨练时，碰巧遇上了“流浪”。为了逃避动物监管员斯帕克斯的追捕，聪明的“流浪”钻进了被记者层层包围的总统卫队之中。一场虚惊之后，“自由”被斯帕克斯带回了遗弃动物监管所...
